Mini-split · California

What should you ask before a mini-split goes into a California home?

Short answer

Ask which refrigerant the system uses and who pulls the permit. California's HFC rules list mini- and multi-splits among new equipment that can't use a refrigerant with a global warming potential of 750 or more from January 1, 2025. An installed system is estimated at $2,475 to $18,500 per installed system, permit included.

Who installs it, and which permit it takes

CSLB treats comfort cooling of homes as C-20 work, and the C-20 text covers air-conditioning systems complete with the unit, so check the installer's C-20 on CSLB's lookup. San Diego lists a mini-split system among the installs that need its Simple MEP permit. In Los Angeles, adding cooling equipment rated 5 tons or less qualifies for an express permit.

How we estimate costs: the Estimated range row is a model, not a quote. We have no counted California company price for this job, so the range is our national estimate alone. Our national estimate takes two published national ranges for this job (cost guides from third-party sites that we have not verified and do not cite) and multiplies them by California's HVAC technician wage ratio to the US (1.16, BLS OEWS May 2025, heating, air conditioning and refrigeration mechanics and installers) and adds a typical permit fee ($148). The wage and permit rows below are what HVAC technicians are paid and what a city charges, and neither is a price. We have not collected quotes. Full method. Prices as of Oct 23, 2026.

Refrigerant: the 2025 and 2027 dates

CARB's definition of residential air conditioning in its HFC rules names mini- and multi-splits alongside ducted central units and heat pumps. Since January 1, 2025, new ones can't use a refrigerant with a GWP of 750 or more. EPA's table puts mini-splits and unitary systems at a limit of 700 from the same date, while variable refrigerant flow systems follow on January 1, 2027.

Ask for the refrigerant by name on the quote.

Which mini-split rebates are open

LADWP's ductless mini- or multi-split rebate starts at $1,500 per ton for units above 15.2 SEER2 and 7.8 HSPF2 and rises with efficiency. It needs a paid itemized invoice with the AHRI certificate and a final approved Building and Safety permit. Both statewide programs are reserved: TECH Clean California's single-family heat pump HVAC incentives as of November 14, 2025, and HEEHRA's single-family rebates as of February 24, 2026.

SDG&E's rebates page lists no ductless rebate, and PG&E's listed none as of October 20, 2026.

When a mini-split issue turns urgent

Call right away

  • Your carbon monoxide alarm goes off: get everyone outdoors and call 911.
Can usually wait for a regular appointment
  • A head cools weakly or leaks a little water, with no smell and no alarm.
  • You're comparing quotes for next season.
If gas is involved, dial 911, then the number for PG&E (1-800-743-5000), SoCalGas (1-800-427-2200) or SDG&E (1-800-611-7343).

What to settle before quotes

  1. Decide how many rooms you want conditioned.
  2. Ask each company for the refrigerant, the SEER2 and HSPF2 ratings and the permit fee.
  3. Check the license number on CSLB's lookup.

Permit and license for a mini-split

Your city or county building department issues the permit, and CSLB says the rules vary from place to place. San Diego takes Simple MEP applications online, and Los Angeles issues its express permits online through PermitLA. Ask who holds the permit.

Before any work starts, get the license number and check it with your state's licensing board; our state pages link the lookup.

Questions people ask

How much does a mini-split cost to install in California?

Our model puts it at $2,475 to $18,500 per installed system, an estimate rather than a quote. It spans two wide national ranges, adjusted for California pay plus a median permit fee, and no California company price for a mini-split is in our count yet.

Can a new mini-split use R-410A in California?

Not in new equipment from January 1, 2025, since CARB's rule covers mini- and multi-splits. The prohibition covers refrigerants with a global warming potential of 750 or more, and R-410A sits at about 2,088. EPA's separate limit is 700.

Is there a rebate for a mini-split in California?

LADWP's ductless rebate starts at $1,500 per ton; statewide programs are fully reserved. TECH Clean California's single-family funds were reserved by November 14, 2025 and HEEHRA's by February 24, 2026, so check your own utility.

Does a mini-split need a permit?

San Diego's Simple MEP permit covers one, and CSLB's letter says HVAC installations need a permit. The letter lists air handler, coil, furnace and condenser change-outs. Your building department confirms the rule for your address.

Who can install a mini-split?

A contractor holding CSLB class C-20. CSLB treats comfort cooling of homes as C-20 work. The technician who services the refrigerant also needs EPA Section 608 certification.
