Heating and cooling in Glendale
Glendale's Citywide Fee Schedule, adopted June 23, 2026, put its mechanical rows into effect on August 22, 2026. The furnace row, up to 100,000 BTU/H with ducts and vents, is $45.00 to install or relocate, and repairing, altering or adding to a cooling unit costs the same. Air handling costs $35.00 up to 10,000 cfm. The $155.00 minimum inspection fee sets the floor for any mechanical permit. The Permit Services Center, part of Community Development's Development Services, answers at (818) 548-3200.
The Glendale Permits portal handles applications, and the center's pages offer inspection requests and appointments. Have the company name the permit it files and the day it requests the inspection. Glendale Water & Power pays $1,000 per ton when an all-electric heat pump replaces a gas furnace or a gas and electric system, and $500 per ton, capped at $2,500, when a heat pump replaces a heat pump. Both need SEER2 15.2 and HSPF2 7.8 or better and an AHRI certificate.
It's paid as a bill credit, one rebate per story every 10 years. SoCalGas territory takes in Glendale's reference point (per the state's map), and its rebate of $1.40 to $25 per kBTUh goes toward an ENERGY STAR gas furnace at 92% AFUE or more, one per household, with proof of permit closure. The South Coast AQMD covers that point too, and its Rule 1111 limits a gas central furnace to 14 nanograms of NOx per joule. Get it in writing on the quote that the model complies.

Permits for heating and cooling work in Glendale
Under the California Mechanical Code, replacing a furnace, air handler, coil or condenser needs a building permit, and so does adding ducting, as the Contractors State License Board (CSLB) told C-20 contractors in a 2010 letter. Code details vary by city and county, so ask the building department for your address what it needs.
