Heating and cooling in Long Beach
Long Beach takes inspection requests online only. The daily inspection schedule is posted by 8 a.m., and if you schedule between 8 and 10 a.m. the inspector gives you a confirming call. So whoever is replacing your furnace or air conditioner has to book through the website, and you can ask to see the confirmation. A mechanical permit is required to install or modify heating, ventilation, refrigeration, air conditioning and related systems.
The city's mechanical fee schedule, effective October 1, 2026, lists a $104 issuance fee per permit, $16 per fixture for a furnace, wall heater or floor furnace, and $23 for an air handler. A comfort-cooling compressor up to 25 HP is $17, and an alteration or addition to a heating, cooling or duct system is $20. The City Council updated the Master Fee and Charges Schedule on September 8, 2026.
Bulletin IB-058 (revised July 9, 2025) lets a same-size, same-type HVAC replacement skip plan review as an express permit, if all units together stay at or under 33,000 Btu/h. Coastal Zone and historic properties can't use it. Every heating or AC change-out also needs HERS verification, which starts from a computer-generated CF-1R. Questions go to the Permit Center at 562.570.7648. The gas utility is the city's own, Long Beach Utilities, with emergencies at (562) 570-2140, turn-ons and turn-offs at (562) 570-5700.
Its rebate page, in a copy dated May 18, 2026, pays $25 per kBtuh on a natural gas furnace carrying the ENERGY STAR label, and only with a Long Beach permit.

Permits for heating and cooling work in Long Beach
Under the California Mechanical Code, replacing a furnace, air handler, coil or condenser needs a building permit, and so does adding ducting, as the Contractors State License Board (CSLB) told C-20 contractors in a 2010 letter. Code details vary by city and county, so ask the building department for your address what it needs.
