Heating and cooling in Modesto
Modesto's Expedited Permits page says an HVAC permit can be applied for, paid for and issued online 24-7 through eTRAKiT, with inspections scheduled online too, and the same goes for water heater, reroof and service upgrade permits. You'll also find most minor residential permits, HVAC included, issued over the counter. Counter appointments run 9:30 a.m. to 3:00 p.m. at 209-577-5232 extension 0. Before work starts, get the company's eTRAKiT permit number.
The Building Safety Division's fee schedule for July 1, 2026 to June 30, 2027 charges $242.00 per permit for minor mechanical, plumbing or electrical work, the same as the minimum permit fee. Its endnote says that covers HVAC replacements and new systems in homes. The earlier FY 2025-26 tab billed inspection and reinspection at $216.00 an hour, plus a strong-motion tax of $2.00 per valuation. Check the company before you agree to anything.

Permits for heating and cooling work in Modesto
Under the California Mechanical Code, replacing a furnace, air handler, coil or condenser needs a building permit, and so does adding ducting, as the Contractors State License Board (CSLB) told C-20 contractors in a 2010 letter. Code details vary by city and county, so ask the building department for your address what it needs.
