Heating and cooling in Oakland
Oakland's Planning & Building Department says all mechanical, electrical and plumbing work requires permits, though most MEP permits need no plans. Under its FY 2025-26 adopted Master Fee Schedule, in force from July 1, 2025, it charges $268.64 to inspect a furnace, $134.32 for a heat pump and $201.48 for a cooling system up to 100,000 BTU. A low pressure duct system is $134.32. Each permit also carries a $201.49 filing and routing fee, or $112.83 when submitted online.
The city has posted a FY 2026-27 schedule, so confirm today's amounts at the counter and hold the quote up against them. Applications go through the city's Online Permit Center, which is Accela-based, and an owner applies with an owner account; account help is at pbdaccelaregistration@oaklandca.gov. Building inspections are booked with Building Services at (510) 238-3444, according to the city's inspection page as archived October 5, 2026. The Fire Prevention Bureau, at (510) 238-3462, and Transportation, at (510) 238-3651, schedule their own inspections directly.
On payment, the down payment limit is the lesser of 10 percent of the contract and $1,000. Any home improvement contract above $500 needs to be written, with the price in dollars and cents. A quote that asks for more up front than that's asking for more than the law allows. Oakland's gas comes from PG&E. After 9-1-1, its emergency line is 1-800-743-5000. PG&E also warns against turning an electric switch on or off if you suspect a leak.

Permits for heating and cooling work in Oakland
Under the California Mechanical Code, replacing a furnace, air handler, coil or condenser needs a building permit, and so does adding ducting, as the Contractors State License Board (CSLB) told C-20 contractors in a 2010 letter. Code details vary by city and county, so ask the building department for your address what it needs.
