Heating and cooling in Torrance
Building, electrical, plumbing and mechanical permits are separate in Torrance, according to the Building and Safety FAQ, with plumbing covering pipes, fixtures, water heaters and sewer work. A Residential Building Permit Fee Schedule PDF is linked from the Building & Safety Fees page, so open that file or ask the Community Development counter for the mechanical figure on furnace or AC work. Permits also run through the city's online Citizen Access portal.
The state's district map puts Torrance's reference point in South Coast AQMD, whose Rule 1111 says a gas-fired fan-type central furnace sold or installed there can't put out over 14 nanograms of NOx per joule of useful heat. That limit started April 1, 2015 for condensing furnaces and October 1, 2015 for non-condensing ones. A manufacturer can pay the rule's per-unit mitigation fee instead. At the Census median, a Torrance home was built in 1964.
Edison serves that same point for electricity and SoCalGas for gas. SoCalGas's rebate for a replacement furnace runs $1.40 to $25 per kBTUh when the unit is ENERGY STAR at 92% AFUE or better and a contractor holding a CSLB license installs it. One furnace per household qualifies, with proof the permit was closed. Anyone who smells gas should evacuate, then ring SoCalGas, 1-800-427-2200, once they're out.

Permits for heating and cooling work in Torrance
Under the California Mechanical Code, replacing a furnace, air handler, coil or condenser needs a building permit, and so does adding ducting, as the Contractors State License Board (CSLB) told C-20 contractors in a 2010 letter. Code details vary by city and county, so ask the building department for your address what it needs.
