Westland particulars
Landlords in Westland need a mechanical contractor's signature. Rental dwellings cannot be occupied without a Certificate of Compliance, registered every three years, and the fee includes a Furnace Safety and Carbon Monoxide Test; a Furnace/Boiler Certification form must be completed by the hired mechanical contractor before final approval. Permits come from the Building Division, 36300 Warren Road, 734-467-3210. Its mechanical application is a PDF, and registered contractors use the online tool for payments and inspection scheduling; the page does not say applications themselves are online.
The form revised July 1, 2026 lists a $100 administration fee and a $100 minimum permit fee, with $83 for a residential furnace up to 75,000 BTU and $99 up to 155,000 BTU. Whether the minimum lifts a single $83 item is the city's call. Westland lists the 2021 Michigan Mechanical Code and the 2015 Michigan Residential Code as adopted. DTE Electric is the only electric utility whose territory covers the city, and gas is mostly Consumers Energy, so check your address.
We use the Detroit Metro airport normals as the nearest station in our set: about 6,067 heating degree days a year (base 65 F). About 72.6 percent of homes predate 1980, and older homes more often have older furnaces and ductwork. Garden City and Wayne are close; our furnace repair page is the heat-first start.
Emergency HVAC in Westland: what to know
On a gas smell, Consumers Energy wants you out of the area first, then 911, then 800-477-5050, with no electric device used in between. For carbon monoxide the Consumer Product Safety Commission says to get into fresh air and call 911. Most Westland gas service points we sampled were Consumers only, with some overlap with DTE Gas, so confirm the company on your bill.
Westland's rental ordinance bears on this: a rental cannot be occupied without a Certificate of Compliance, and the fee includes a Furnace Safety and Carbon Monoxide Test. The mechanical contractor you hire completes the Furnace/Boiler Certification form before final approval. For heat lost to a shutoff, see our winter utility shutoff guide. An emergency swap is permitted by the Building Division, 734-467-3210.
Permits for emergency hvac in Westland
LARA's permit rule excepts replacement of minor parts, so an emergency part swap generally needs none.
What counts as an emergency
- You smell gas: leave, call 911 and your gas utility from outside.
- A carbon monoxide alarm sounds or several people feel flu-like without a fever.
- No heat but the house is not yet cold, with no smell and no alarm: check the thermostat and filter, then book a visit.
- A noisy furnace that still heats.
Checks while you wait
Try this first: renters can ask the landlord when the furnace and carbon monoxide test was last done.
- Set the thermostat to heat, above the room temperature, with fresh batteries if it takes them.
- Change or clean the filter; ENERGY STAR says monthly.
- Note any light pattern or code on the furnace and stop; do not remove panels or relight after any gas smell.

How we estimate costs: the figures here are estimates, not quotes, built from BLS wages, published city permit fees and federal energy-cost evidence. We are collecting the prices Michigan heating and cooling companies publish; we have not yet collected quotes from them, and we will say how many and from when once we do. Estimated range. Built from national published ranges (1 source), adjusted by Michigan's HVAC technician wage ratio to the US (1.00, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. We have too few Michigan company prices yet to show a range. Full method.
Questions about emergency hvac
What counts as an emergency HVAC repair?
Those go to 911 and your gas utility first. A furnace that has stopped in freezing weather is urgent but is a call to a heating company once you are sure there is no smell and no alarm.
What should I do if I smell gas near my furnace?
DTE and Consumers Energy both say 911 first. Do not look for the source or use switches, appliances or phones inside, and stay out until responders or the utility say it is safe.
Can I cancel a repair contract signed during an emergency?
Michigan law lets a buyer cancel a home solicitation sale until midnight of the third business day, but not when you request the work without delay because of an emergency and the conditions are met. It covers sales solicited at your home, which is our reading of the statute.
