TDLR's ruling on mini-splits and the 3-ton exemption
TDLR's A/C FAQ asks whether people without a license can install, maintain or repair mini-split units, and answers no. The law exempts work on a portable or self-contained ductless air conditioning product of three tons or less, but TDLR says that means window units, through-the-wall units such as hotel-room units and self-contained portable units. A mini-split isn't self-contained. TDLR cites Section 1302.058 for requiring a contractor license.
The license class is shown in the number, as in TACL/A/000000/C. Class B covers cooling systems of 25 tons and under.
What a mini-split costs in Texas
Our Texas estimate for this job comes to $1,900 to $14,500 per installed system. That's a model, not a quote, built from national published cost ranges, adjusted by the Texas wage ratio to the US (0.91), with a typical city permit fee added for the work.
The installed-system estimate is $1,900 to $14,500 per installed system, including a median Texas permit fee of $75. It is an estimate, not a quote, and the band is wide, so ask each company how many indoor units its price covers.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,900 to $14,500 per installed system | Built from 2 national published ranges, adjusted by the Texas HVAC technician wage ratio (0.91) plus a typical permit fee ($75). Three Texas HVAC companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Technician wage, Texas mean | $28.43 an hour | Texas mean wage for HVAC technicians (BLS, May 2025), which a mini-split quote won't show as a line. |
| Mini-split permit, middle of Texas city fees | $75 | The middle of the equipment-replacement permit totals on 11 Texas city fee schedules; fee structures differ, so it is indicative. |
| Mini split system item, San Antonio mechanical permit form | $7.19 per item | The form carries no effective date; the base fee is $57.50. |
How we estimate costs: the Estimated range row is a model, not a quote. We have no counted Texas company price for this job, so the range is our national estimate alone. Our national estimate takes two published national ranges for this job (cost guides from third-party sites that we have not verified and do not cite) and multiplies them by Texas's HVAC technician mean wage ratio to the US (0.91, BLS OEWS May 2025, heating, air conditioning and refrigeration mechanics and installers) and adds a typical permit fee ($75). The wage and permit rows below are what HVAC technicians are paid and what a city charges, and neither is a price. We have not collected quotes. Full method. Prices as of Oct 23, 2026.
Refrigerant handling on a split system
A split system has refrigerant lines between the indoor and outdoor parts, and EPA's Section 608 prohibits intentionally venting ozone-depleting refrigerants and substitutes such as HFCs during maintenance, servicing, repair or disposal. Ask how the installer recovers or contains refrigerant if the lines are moved.
The permit fee line for a mini-split
San Antonio's mechanical fee form, which carries no printed date, lists a mini split system at $7.19 an item beside a $57.50 base permit fee.
Mini-split trouble that can't wait
- A burning smell comes from an indoor unit or the wiring: leave the room, then call 911 from outside.
- A carbon monoxide alarm sounds in the house: go out and call 911.
- The unit cools weakly or a remote stopped working, and nothing smells burnt.
Before you accept a mini-split quote
- Ask for the installer's TDLR license number and class, and search it.
- Ask how many indoor units the price covers.
- Ask whether the city requires a permit and who applies for it.
Permits for a mini-split install
San Antonio's fee form lists a mini split system as an item, and Garland requires a permit when a condensing unit or heating unit is replaced. Section 1302.052 of the Occupations Code, in its 2018 wording, keeps municipal permits in force even for exempt work.
Before any work starts, get the license number and check it with your state's licensing board; our state pages link the lookup.
Questions people ask
Can I install a mini-split myself in Texas?
TDLR says a person without a contractor license can't do contracting work on one for the public. The Occupations Code, in its 2018 wording, does not apply to a person working in a building owned solely as their own home. The city's permit rules still apply.
Doesn't the 3-ton exemption cover a small mini-split?
No, because TDLR limits it to self-contained ductless products. TDLR names window units, through-the-wall units and portable self-contained units. A mini-split is a split system.
Will a Texas rebate pay toward a mini-split?
CPS Energy's rebate page doesn't name mini-splits, so ask your utility whether a ductless heat pump counts. CPS lists central A/C, heat pumps and window A/C, and the state's programs weren't open as of Aug 21, 2026.
Do I need a TDLR license number on the contract?
Get the number in writing and look it up on TDLR's search. Look up Air Conditioning Contractors by license number on TDLR's search page and note the class before you sign.
