Heating and cooling in El Paso
El Paso Electric's Refrigerated Cooling page offers rebates to customers or contractors who install AHRI qualified matched air conditioners and heat pumps, for residential customers in its Texas service area only. Systems must be under 65,000 BTUh (5.4 tons) and meet efficiency minimums, and a split Tier 1 system needs 15.2 SEER2 and 9.9 EER2. For a new or converted air conditioner at Tier 1, the examples run from $80.00 standard or $106.00 RES IQ under 15,000 BTUh to $317.00 or $423.00 for 54,000 to 64,999 BTUh.
Purchase and installation have to fall in the current program year, the page says. The One Stop Shop of Planning & Inspections at 811 Texas Ave. is the intake point for building permits and takes payment for over-the-counter construction permits. Call (915) 212-0104 or apply in the Citizen Access Portal. Lobby hours, effective October 30, 2023, run Monday to Thursday from 8:00 a.m. to 5:30 p.m., and Friday from 8:00 until 11:30 a.m.
Watch for scammers, too: the page warns of people asking for a fake City Compensation Fee. The adopted-codes document for El Paso names the International Mechanical, Fuel Gas and Energy Conservation Codes, all 2021 editions. Ask the One Stop Shop what your permit costs, since its pages don't print a mechanical fee row. El Paso's housing, per the Census for 2020 to 2024, shows 1984 as its median year built.
Before you pick equipment, decide whether it will be a matched system that meets those SEER2 and EER2 minimums, because the rebate page ties its rebates to that.

Permits for heating and cooling work in El Paso
Texas cities issue the permit for replacing a furnace, air conditioner or heat pump, and each city sets its own fee; the ones cited on our Texas page all require one. TDLR licenses the air conditioning and refrigeration contractor, so ask for that license number as well as what your city's permit office needs.
