Heating and cooling in Dallas
Since June 1, 2026, Dallas Building Inspection has required plumbing and mechanical rough inspections to be scheduled together on the same day, and the finals together too. The city's stated reason is staffing shortages among plumbing and mechanical inspectors. The city's fee schedule effective July 1, 2025 prints a minimum permit fee of $175 in its table for single-family and duplex alterations, including standalone trade permits, and "$100 for additional trades." A separate minimum inspection fee table lists $125 for 1 trade and $250 for 2 trades.
There's no mechanical-only row in the schedule text, so the city's page doesn't say whether an HVAC change-out falls under the $175 line. Dallas also publishes a Mechanical Permit Application Checklist, which says its two-set plan requirement does not apply to single or two-family dwellings. Fees can be paid in person at the Oak Cliff Municipal Center, 320 E. Jefferson Blvd, Room 118, or you can call 214-948-4480. District offices take calls at 214-670-7278 (Northeast) and 214-671-0720 (Northwest).
Registered contractors apply for trade permits through the developdallas.dallascityhall.com site. The median Dallas home was built in 1981 (ACS, 2020 to 2024). The decision before you sign is who buys the permit, and whether the contractor's price assumes the $175 minimum or something else.

Nobody's given us a quote for work in Dallas yet, so this page can't show a city price. The Texas page lists the estimates with what technicians earn (the Texas mean in May 2025 BLS wage data is $28.43 an hour, which is their pay, not your price) and some city permit fees. How we estimate costs.
Permits for heating and cooling work in Dallas
Texas cities issue the permit for replacing a furnace, air conditioner or heat pump, and each city sets its own fee; the ones cited on our Texas page all require one. TDLR licenses the air conditioning and refrigeration contractor, so ask for that license number as well as what your city's permit office needs.
