Heating and cooling in Mesquite
Mesquite's Residential Fee Schedule, titled 2026-2027 on the city's permit fee page, lists "Mechanical (includes condenser and furnace replacement)" at 75.00. The text itself prints no date, so the title is the only dating the page gives. New single-family permits at $1,100 per unit include the subcontractor permits for mechanical, electrical and plumbing. You'll find the Building Inspection Division in the George A. Venner, Sr. Municipal Center, 1515 N. Galloway Ave., first floor, from 8 a.m. until 5 p.m. on weekdays.
Questions about adopted codes, inspection procedures or required permit submittals go to 972-216-6212. Submissions go through a Citizen Self Service account. That account has a condition. The city says you must be either a contractor holding a professional license in Mesquite or a homeowner who owns the home, lives in it and homesteads it through the Dallas Central Appraisal District. According to Mesquite's Adopted Codes page, the city is under the 2024 I.B.C. and I.F.C. codes, the 2023 National Electrical Code and the 2024 I.C.C. codes, with amendments linked for mechanical and energy conservation.
A separate residential energy page says "The 2015 edition International Residential and Energy Conservation Codes is effective," so ask the division which edition applies to your job. Mesquite housing's median year built is 1983 (Census, 2020 to 2024). You apply either as a homesteading owner or through your contractor.

Texas cities issue the permit for replacing a furnace, air conditioner or heat pump, and each city sets its own fee; the ones cited on our Texas page all require one.
