Heating and cooling in Sugar Land
Sugar Land's FY25 Fee Ordinance No. 2355 lists the mechanical services fee for HVAC replacements at $115.00. For residential buildings it lists $128.00 up to 5,000 square feet, $180.50 for 5,001 to 10,000 and $261.75 for 10,001 to 15,000. The ordinance had its public hearing on September 3, 2024, and the city's Permits & Inspections page and FAQ say an updated fee schedule took effect January 1, 2026, so treat the $115.00 as the earlier schedule's figure and ask for the current one.
The schedule also says work begun before a permit doubles the fees. The Permits Office is at 2700 Town Center Blvd., Sugar Land, TX 77479, phone 281-275-2270, permits@sugarlandtx.gov, with weekday hours of 8 a.m. to 5 p.m. Use the Citizen Self Service portal for permits and fee estimates. Effective January 21, 2026, the city adopted the 2024 ICC codes as its governing construction codes, including the IMC and IECC, with the 2023 NEC remaining in effect.
Permits submitted before January 21, 2026 are reviewed under the 2021 codes. The Census Bureau's 2020 to 2024 estimates list Sugar Land's median year built as 1994. The portal's fee estimate is the one amount the city runs for you, so you'll want it before you sign.
