Who Florida law lets wire a thermostat
Section 489.103(9) exempts work of a casual, minor or inconsequential nature when the aggregate price for labor, materials and everything else is under $2,500. It doesn't apply when the work is part of a larger operation or split into contracts under $2,500 to avoid the law, or to a person who advertises that he or she is a contractor.
An owner doing their own work on a one- or two-family home has the separate exemption in s.489.103(7), with direct on-site supervision and a personal signature on any permit application.
Florida thermostat swap: the estimate
We estimate $105 to $355 per thermostat for this job in Florida. That's a model, not a quote: one national published cost range, widened by 15 percent each side and adjusted by the Florida wage ratio to the US (0.88).
A thermostat job is estimated at $105 to $355 per thermostat, which is an estimate and not a quote. The part, the labor and any wiring work are the lines to separate.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $105 to $355 per thermostat | Built from one national published range, adjusted by the Florida HVAC technician wage ratio (0.88). Seven Florida HVAC companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Technician wage, Florida mean | $27.55 an hour | May 2025 BLS pay for Florida HVAC technicians; a thermostat bill adds the device. |
How we estimate costs: the Estimated range row is a model, not a quote. We have no counted Florida company price for this job, so the range is our national estimate alone. Our national estimate takes one published national range for this job (a cost guide from a third-party site that we have not verified and do not cite) and multiplies it by Florida's HVAC technician mean wage ratio to the US (0.88, BLS OEWS May 2025, heating, air conditioning and refrigeration mechanics and installers). The wage and permit rows below are what HVAC technicians are paid and what a city charges, and neither is a price. We have not collected quotes. Full method. Prices as of Oct 24, 2026.
Utility programs that mention a thermostat
JEA's residential rebates page lists smart thermostats beside its $200 heating and cooling rebate, $200 for attic insulation and a $50 HVAC tune-up. Open that page for the current thermostat amount and terms.
Thermostat problems that can't wait
- Smoke or a burning smell from the thermostat or its wall plate: leave the house and call 911.
- Someone in the house shows signs of heat illness while the cooling is out: call 911.
- The display is dim or the schedule is wrong, and the system still runs.
Before you buy a thermostat
- Check whether your utility's current rebate page names smart thermostats.
- If a company does the work, search its license number on myfloridalicense.com.
- Ask whether the quote includes the device, the labor and any wiring.
Does a thermostat swap need a permit in Florida?
Tampa's Construction Services FAQ points to the building code's list of mechanical work needing no permit, which includes replacement of any part that doesn't alter its approval or make it unsafe. Miami's no-permit list says the same about replacement parts that don't alter approval. Neither page says whether a thermostat counts as such a part, so ask the office.
Florida licenses air-conditioning contractors through DBPR, so before any work starts, get the license number and look it up on DBPR's license search at myfloridalicense.com.
