Heating and cooling in Orlando
Orlando's residential fee schedule, effective January 2026, lists the mechanical permit at $66.24 for the first $1,000 of construction cost and $11.03 for each additional $1,000 up to $25,000, then $8.28 per $1,000 beyond that. A re-inspection costs $150. The same schedule carries a technology surcharge of 3% of the permit fee. From City Hall, 400 South Orange Avenue, Permitting Services answers at 407.246.2121 and is staffed 8 a.m. to 5 p.m., Monday through Friday.
Applications go through the city's online forms and ProjectDox. You'll need two business days for processing. Applications submitted after December 30, 2023 are reviewed under the 2023 Florida Building Code (8th edition), which the city's code page lists with its Mechanical volume. If a project's value exceeds $5,000, the city says to file a Notice of Commencement with the Orange County Comptroller's Office before any work starts. OUC lists a heat pump A/C rebate of $45 to $1,150 for systems at 15.2 SEER2 or higher, with the amount set by a SEER2 matrix, and it pays up to $100 for duct repair or replacement.
Read the matrix first. ACS 2020 to 2024 gives Orlando a median year built of 1992. Ask each company which SEER2 rating its quote uses, then find that rating on OUC's matrix.
What heating and cooling work costs near Orlando
Nobody's given us a quote for work in Orlando yet, so this page can't show a city price. The Florida page lists the estimates with what technicians earn (the Florida mean in May 2025 BLS wage data is $27.55 an hour, which is their pay, not your price) and some city and county permit fees. How we estimate costs.
Permits for heating and cooling work in Orlando
Florida cities and counties issue the permit for replacing an air conditioner, heat pump or furnace, and each sets its own fee; the state's $7,500 small-job permit exemption leaves out mechanical work. DBPR certifies or registers the air-conditioning contractor, so ask for that license number as well as what your permit office needs.
