A Palm Coast Building Division newsflash dated September 16, 2026 says the 2026 Florida Building Code, 9th Edition, takes effect December 31, 2026. Building permit applications submitted after that date must use plans designed to it. It names the 2023 National Electrical Code. December 31, 2023 is the 8th Edition (2023) effective date, per the Florida Building Commission. Building Services keeps weekday hours from 8 a.m. to 5 p.m. at 160 Lake Ave Suite #137.
The permit line is (386) 986-3780. Permits are submitted through the online portal (eplanreview), inspections can be requested on a 24-hour automated line, in the portal or through Alexa, and the city's main number is (386) 986-2360. The city's review process page gives residential plan review as up to 5 business days. Fees are due at issuance. A card or e-check payment carries a 2.75% processing fee. Inspections requested by 7:00 a.m. are done the same day.
A permit expires if there is no approved inspection within 6 months, re-inspections and revisions are $40.00 each, and a Notice of Commencement is needed for work over $5,000. The city doesn't post a per-trade fee table. It offers an online Fee Calculator instead. An application filed before December 31, 2026 isn't held to the 9th Edition.

Permits for heating and cooling work in Palm Coast
Florida cities and counties issue the permit for replacing an air conditioner, heat pump or furnace, and each sets its own fee; the state's $7,500 small-job permit exemption leaves out mechanical work. DBPR certifies or registers the air-conditioning contractor, so ask for that license number as well as what your permit office needs.
