Heating and cooling in Port St. Lucie
Port St. Lucie's Mechanical permit checklist, updated 10-2-25, asks for a recorded Notice of Commencement on work valued at $5,000 or more. There's one exception. A direct contract under $15,000 to repair or replace a heating or air conditioning system that already exists doesn't need it. A new mini split needs the AHRI certificate, energy forms, a heating and cooling calculation and a placement sketch, and goes to plan review, as does duct replacement with a duct layout.
The city's Residential Permit Fee Schedule, effective May 2, 2022, lists an A/C changeout at an $86.00 building fee and a $72.00 online fee, with $0.00 for plan review and $2.00 each in the BIC and FBC columns. The schedule calls itself reference only. Fees are subject to change, it says, and the city's fee page still links this 2022 version. Port St. Lucie Blvd.; the weekday window is 8 a.m. to 5 p.m. Contractors file through the Contractor E-Permits Portal. The city's permit applications say construction follows FBC 2023 8th Edition, and the median year built here is 2002 (ACS 2020 to 2024). That 2022 schedule's $86.00 building fee remains the printed figure for an A/C changeout.

How we estimate costs.
Permits for heating and cooling work in Port St. Lucie
Florida cities and counties issue the permit for replacing an air conditioner, heat pump or furnace, and each sets its own fee; the state's $7,500 small-job permit exemption leaves out mechanical work. DBPR certifies or registers the air-conditioning contractor, so ask for that license number as well as what your permit office needs.
